Federal Programs and Foundational Learning

The HCPS Department of Federal Programs and Foundational Learning supports schools and strives to enhance learning opportunities for students.

The department oversees a variety of key programs:

Title I of the U.S. Elementary and Secondary Education Act provides federal financial assistance to schools with high percentages of low-income students. The funds help ensure that all children receive a fair, equitable and high quality education. Title-I funds can be used for additional staff, tutoring and resources to help improve student performance.

Federal Title-II funds focus on improving the quality and preparedness of teachers and principals. They provide funding for professional development, training and recruitment initiatives to help educators enhance their skills and effectiveness in the classroom, ultimately benefiting student learning.

Coaching support provides professional learning and support for instructional coaches and school leaders to enhance teacher efficacy and student success. This program focuses on building a culture of continuous improvement by implementing evidence-based coaching practices, strengthening principal-coach partnerships and fostering a collaborative learning environment across the division.

Federal Title-IV funds help provide students with a well-rounded education, enhance school conditions for student learning and improve the use of technology in schools. This program includes areas like health and wellness, arts education and innovative technology initiatives.

HCPS Early Learning preschool initiatives aim to provide low-income families with early childhood education, health and parent-involvement services. These programs are designed to prepare children for success in school and beyond.

For students experiencing homelessness, the HCPS McKinney-Vento team provides support and resources that enable them to attend school and fully participate in their education.

Collectively, these federal programs help create equitable learning environments, support diverse student needs and foster educational excellence.
