The HCPS chief of staff provides executive-level assistance to the superintendent and, in collaboration with the superintendent, advances relations between school administration, government agencies and the School Board. School Board relations include the preparation of meeting agenda items, materials and presentations. The chief of staff has oversight of the Office of Policy and Constituent Service and the Department of Assessment, Research and Evaluation.

The Office of Policy and Constituent Services works collaboratively with the superintendent to bring forward policy recommendations for the School Board’s consideration and assist leaders in responding to Freedom of Information Act requests and constituent inquiries, variance requests and concerns. 

The Department of Assessment, Research and Evaluation leads the implementation of the HCPS assessment program, including SOL tests, as well as other state and national assessments (e.g. College Board assessments). The department also leads internal research and evaluation efforts, including survey administrations and focus groups. The Department of Assessment, Research and Evaluation is the primary liaison to external evaluation partners, such as VCU. The department also facilitates the strategic planning process, including supporting the work of HCPS' Strategic Planning Committee.
