This is Superintendent Amy Cashwell with a redistricting update. As a reminder, the ongoing process of “redistricting” helps our community address school overcrowding and plan for population growth. As a result, Henrico County Public Schools is considering changes to school attendance zones that may affect where your student(s) go to school in the fall of 2021 or beyond.
WHAT HAPPENED THIS WEEK? Our citizen redistricting committees, along with HCPS redistricting consultant Cropper GIS, narrowed down the draft versions of possible boundary changes, which can be compared at our redistricting page, henricoschools.us/redistricting/. These drafts are known as D4 and E4 for elementary, middle and high schools. Citizens may send feedback about the drafts from a portal on the redistricting webpage. Previous drafts were removed from further consideration at this time.
WHAT HAPPENS NEXT? Members of the public are invited to two public information sessions and “gallery walks” scheduled for March 4 and March 5.
The March 4 and March 5 “gallery walks” will be highly attended events that allow participants to view enlargements of draft options D4 and E4, and interact with committee members in order to share feedback and ask questions.

· The elementary committee and the middle/high school committee have been considering public input (feedback form, survey results, emails, etc.) received throughout the process.
· Draft Options A and B, which were announced in November, still exist.
· None of the options are final. More changes and additional new draft options are likely as the process continues.
· Three meetings will happen in January. There is a meeting of the elementary committee on Jan. 7, a meeting of the middle/high school committee on Jan. 8, and a newly scheduled joint meeting of BOTH committees on Jan. 9. All meetings are open to the public to observe.

What happened this month? The elementary committee met on Dec. 4 and the middle/high school committee met on Dec. 9. The committees discussed public input, shared their ideas, and developed a NEW ‘draft’ Option C for elementary, middle and high schools as well as a NEW ‘draft’ Option D only for high schools.
How do I know if the new options impact me? Visit our redistricting page or use this interactive map to compare the different ‘draft’ options. Please know that no options are final. More changes and additional new ‘draft’ options are likely as the process continues.

Families who choose this option would have to provide transportation to and from school for their children. However, no redistricting plans have been finalized at this time.

What happened today? At a regularly scheduled School Board work session, HCPS administration presented a bold proposal to the School Board that would call for a brand new elementary school to be built in the Fairfield District. Additionally, the proposal would include an expansion to an existing middle school in Henrico County (the middle school has not been determined yet). Both projects would be completed by the 2022-23 school year and would address current and future school overcrowding concerns. At the elementary level, this would likely relieve long-term concerns over increasing enrollment and development mostly around Greenwood and Longdale elementary schools. The projects would be funded through future capital improvement budgeting.
Why? An analysis presented to the School Board today indicates a need for a new elementary school in the Fairfield District because of larger than usual increases in student enrollment levels as well as future home construction. The analysis was based on newly available preliminary data, including future student enrollment levels. Henrico County is acquiring land in the Fairfield District, located in the “River Mill” subdivision, that is large enough for such a school. (River Mill, which is currently in development, is located in northern Henrico County, west of U.S. Route 1 and north of Interstate 295.) The analysis also indicated that HCPS enrollment projections support the need for a middle school expansion. The proposal was discussed publicly today for the first time as part of the school system’s annual “Capital Improvement” planning process.
What does this mean? This means the scope of the ongoing redistricting project is expanding to include the newly proposed elementary school and middle school addition. Redistricting committee members will now be asked to populate a new elementary school in the Fairfield District as well as a larger middle school (once the school is selected). This would relieve overcrowding in certain, smaller areas and could reduce the need to change school attendance zones in other areas. It also means that some school boundary changes could be delayed until the 2022-23 school year, or phased-in over two years, starting in 2021-22. This way, no family is “redistricted” more than once.

What happened this week? Once again, the elementary school committee met on Monday and the middle/high school committee met on Wednesday. Committee members worked with our redistricting consultant to continue developing a range of options. These options will be ready for public display in November. Brainstorming and research are important parts of the process. Nothing has been finalized. The committee’s work remains ongoing.
What’s new? The committees were given enrollment projections, maps of future neighborhood developments, and public comments that have been submitted through our feedback form. Committee members are using this information to make a variety of ‘sketch maps’ that may become potential options for school attendance boundaries.

What’s new? Committee members reviewed a large amount of data as well as maps of preliminary changes to school attendance zones. Those items are posted to the redistricting webpage which is available to the public.

Wait, maps with redistricting options are available now? Yes, but nothing is final. While this process is public and the materials under consideration are available for review right now, all map materials remain in “draft” form, which means additional changes are likely. This could include new ideas, as well as a reversal of earlier ideas. It is too early for us to say with any certainty what the first true draft of options will look like because the committee’s work is ongoing.

When will the options be officially ready for display? The first options for public review will not be ready until November. There will be two public information sessions and “gallery walks” where we invite you to have a look at the options and tell us your thoughts. Those dates are:
- Nov. 7, 2019: Public information session and gallery walk. 6:30 p.m., L. Douglas Wilder Middle School, 6900 Wilkinson Road.
- Nov. 13, 2019: Public information session and gallery walk. 6:30 p.m., Mills E. Godwin High School, 2102 Pump Road.
